Business Analist Common Ground Publieksdienstverlening
Dit is de opdracht
Je werkt onderzoeken uit, maakt scenario’s, business cases. Je zorgt dat alle stakeholders en kennis bij
elkaar komt om tot goede adviezen te komen. Afhankelijk van het vraagstuk leg je deze adviezen voor.
De volgende aspecten komen hierbij kijken;
Vraagverduidelijking van te realiseren doelen of business waarde
- Beschrijven en analyseren van business processen
- Inventariseren en analyseren van knelpunten en oorzaken in processen en systemen
- Verduidelijken van de business behoeften en deze operationaliseren in requirements / epics /
user stories
Analyse oplossingsrichtingen
- Bepalen van mogelijke oplossingsrichtingen en definiëren van criteria ter beoordeling hiervan
- Matchen van potentiële oplossingsscenario’s met de business behoeften en hierover adviseren
Adviseren en faciliteren
- Faciliteren van workshops met (vertegenwoordigers van) gebruikers, architecten, technici)
- Adviseren over oplossingsscenario’s en het meenemen van stakeholders hierin
- Ondersteunen van product owner en development team door het maken van een vertaling van
de behoeften van stakeholders/gebruikers in het format van een user story




Plek in de organisatie
De Gemeente Utrecht heeft onder eindverantwoordelijkheid van de CIO van de gemeente een
Programma Versterken Common Ground ingesteld. Dit programma draagt zorg voor de ontwikkeling
en invoering van het Common Ground concept bij de gemeente in afstemming met andere gemeenten
en de VNG. Jij draagt bij aan het team Publieksdienstverlening welke bezig is om haar generieke
dienstverleningscomponenten richting de Common Ground te vervangen. De domein informatie en
procesmanager is daarbij je eerste aanspreekpunt

Functie Eisen

Eisen:
  • Kandidaat is bereid om minimaal 2 dagen in de week op locatie in het Stadskantoor van de Gemeente Utrecht te werken
Wensen:
  • Kandidaat heeft een afgeronde opleiding op niveau HBO of WO en minimaal 10 jaar ervaring op het gebied van business- en informatieanalyse
  • Kandidaat heeft aantoonbare kennis van het Common Ground componentlandschap. Waaronder de verschillende componenten op de gegevenslaag verschillende afhandelcomponenten zoals GZAC Valtimo. Kandidaat heeft eerder met deze component gewerkt en heeft is ingewerkt op de werking en functionaliteit van de gerelateerde componenten in het Common Ground landschap. Motiveer waarom kandidaat aan deze eis voldoet
  • Kandidaat heeft aantoonbare kennis en ervaring op het gebied van dienstverleningsprocessen in de gemeentelijke context
  • Kandidaat heeft een goede beheersing van de Nederlandse taal in woord en schrift

Arbeidsvoorwaarden

Working conditions: This job role offers a balanced split between operational (run) and project (build) work, with a distribution of 75% operational and 25% project-related tasks. To minimize the impact on business operations, some changes may be scheduled outside of regular business hours.
